For users who intend to apply for a Certificate and Label, please note the following steps and online application procedures.
Building Eligibility

To assess the building eligibility, please refer to below:

Eligible Buildings:

The following two options are eligible:

1. Commercial Buildings (Office/Retail) Served by Centralised Air-conditioning System:

This option covers pure office building, pure retail building, mixed-use building with both office and retail portions. No limit on area percentage is set for office and retail portion as long as the majority of the building is served by a centralised air-conditioning system. The eligible major type of air-side system type** should be one of the following:

  • AHU (CAV/VAV)
  • FCU

** Major type refers to the one type of air-side system which consumes the most energy in central building service installations

2. Office Buildings Served by Decentralised** Air-conditioning System

The building is eligible for this option only if the office area ≥40% of the building's internal floor area (IFA) and larger than areas specific for other major uses based on IFA.

** Decentralised air-conditioning system refers to unitary or split-type systems

Single-tenancy buildings can apply for the scheme as long as a reasonable separation of energy use can be achieved between the tenant area and the CBSI. The Applicant should rely on Authorised Assessor to justify the separation based on the data from building management system (BMS) or manual record. If this method is adopted, the Authorised Assessor should provide sufficient justification of the calculation by comparing the energy meter data to the values appeared in the utility bills.

Non-eligible Building:

  • Building with provision of condenser water only
  • Building with cooling served by district cooling system (DCS)
  • Building sharing use of chiller plant(s) with any other building(s)
  • Building with vacancy rate exceeding 20% of the total rentable area at any point within the past twelve months prior to submission of the Application
Proof of Applicant and Building Information

The following proof of applicant and building information needs to be provided in the application submission.

  1. Business Registration Certificate copy (in PDF format);
  2. Past twelve months' electricity bills and utility bills issued by utility company (in PDF format);
  3. As-built Architectural Layout (in Auto CAD format) of the building with scale and clear indication of different areas included in the scope of assessment. Separate CD-ROM by courier may be required if the size of the layout drawings exceeds the system limit; and
  4. Approved General Building Plan (GBP) (in PDF format) - showing the Building Department's approval chop and the Gross Floor Area (GFA).
Single-tenancy Building

If the assessed building is a single-tenancy building and energy meters data is required to split the energy use by tenant and CBSI, the following documents should be prepared by an Authorised Assessor for the Applicant to upload:

  • BMS point schedule for tenant area and CBSI;
  • Electrical schematic for CBSI and tenant;
  • Annual BMS record and calculations of total energy use by CBSI and tenant covering the same period as utility bills; and
  • Report of checking the accuracy of 10% of the installed energy meters (Please include valid Calibration Certificates for these energy meters; If the above is not available, Authorised Assessor  should conduct on-site measurement to check the accuracy of 10% of the installed energy meters and a valid Calibration Certificate of the energy measuring equipment used by the Authorised  Assessor should be included).
Building with 24-hour A/C

If the building has 24-hour A/C and wishes to adjust its measured EUI, either energy meter data or measurement data can be used for submission. The following documents should be prepared by an Authorised Assessor for the Applicant to upload:

Use Energy Meter Data

  • BMS point schedule for cooling systems;
  • Electrical schematic for cooling systems;
  • Annual BMS record and calculations of annual energy consumption by 24-hour A/C; and
  • Report of checking the accuracy of 10% of the installed energy meters (Please include valid Calibration Certificates for these energy meters; If the above is not available, Authorised Assessor  should conduct on-site measurement to check the accuracy of 10% of the installed energy meters and valid Calibration Certificate of the energy measuring equipment used by the Authorised  Assessor should be included).

Use Measurement Data

  • Measurement report including methodology, measurement results, calculation, photo, etc.; and
  • Electrical schematic for cooling systems.

To engage your own Authorised Assessor, please find their contact information via this link.
Online Application Procedures
  1. Create an account online and an account with 60 calendar days validity will be issued.
  2. Pay the application fee according to this fee structure to HKGBC by cheque, bank transfer or online payment.
  3. Upon confirmation of payment, a notification email will be sent to the Applicant informing that the status of the account is updated from temporary account to paid account, which enables the Applicant to proceed with the application.
  4. Complete the online application form, input required information and upload necessary documents for the Authorised Assessor's verification. The Authorised Assessor will verify the submitted information, upload a declaration form and then pass everything back to the applicant.
  5. Applicant reviews and submits the verified materials to HKGBC for final approval and award of Certificate and Label.
